A person, regardless of title, has the attribute of "substantial influence," if he (i) is an officer or director of a charity, (ii) has ultimate responsibility for implementing the decisions of the board of directors or trustees of a charity, (iii) supervises the management, administration, or operation of the charity, or (iv) has ultimate responsibility for managing the finances of a charity.
